I added it to the support kit before I got your reply. Is it ok to make it 
public? It's useful after all and just a template, so no ABI issue ;).
I cannot really think of a reason why this should not be public already. As you say, it will always be compiled inline.
Sometimes stuff just sits there in private/shared while it would be useful outside Haiku already. And some exposure might actually trigger improvements that are otherwise never done...
