If the ula says other wise and most of them do, you are breaking the law. 
The ruling was not finalized and only applied under certain circumstances. 
The fact is that if you break any kind of security, it is breaking the law.

Hi David,

Hmm, well, actually, I'm not sure it would be breaking the law here in the
states.  Again, as I have previously indicated, there was some sort of
interpretation of DMCA made last year that seems to indicate it is OK for us
to crack copy protection if the aim is to gain accessibility and all other
actions are legal.
