I agree that a lot of it doesn't make sense. They give with one hand and
take away with the other. The rules are outdated and archaic and need to be
updated and relaxed to reflect the flexibility they are allowing.

are not against flexibility. I do not share the fear that flexibility
leaves too much that is not "cut and dry". In fact, as far as flexibility
and FTE goes, as a former principal and now a district administrator, I
believe the whole point of seeking flexibility is to put us in the position
to make judgement calls on how we meet requirements. I think that is a good
thing.
