OK, it may just be me. The whole issue I had with ESOL was a nightmare. We
had to get Brock to make an adjustment to IC, and go back & forth between
policy and data collections. I 'm not against flexibility either. I just worry
that FTE makes less & less sense the more innovative we all get with how we
deliver services to students.

Sounds great. However, I do believe that we may want to clarify that we are not
against flexibility. I do not share the fear that flexibility leaves too much
that is not "cut and dry". In fact, as far as flexibility and FTE goes, as a
former principal and now a district administrator, I believe the whole point of
seeking flexibility is to put us in the position to make judgement calls on how
we meet requirements. I think that is a good thing.
