A good question from Molly, response as follows.

Currently NYS allows intertying of wind power systems with the grid, but 
unlike PV power, there is no provision for net metering, i.e. you don't get 
paid anything for extra power above your level of consumption that goes out 
on the grid.  Of the 30 US states that allow some type of net metering, 28 
already allow net metering of wind power, and we should be able to get this 
in NYS as well.  Senate bill 2054 is basically a revision of NYS's existing 
net metering legislation, which among other things, includes wind power as 
well as PV.
