Another shot in the dark is triple quotes:
""""%ProgramFiles%\Outlook Express\setup50.exe""" /APP:WAB...
Or how about the more iffy guessing the old 8.3 name as in
"%ProgramFiles%\Outloo~1\setup50.exe /APP:WAB...
