That's under Computer (or User) Configuration\Admin Templates\Windows Components\Internet Explorer\Internet Control Panel\Advanced Page\Do not allow resetting IE Settings. For earlier version of the browser, I think your only choice is to disable the General tab page that lets users clear their cache.
