Tom-

The IE7 Admin Templates come with an option to prevent any clearing of
browser settings. That's under Computer (or User) Configuration\Admin
Templates\Windows Components\Internet Explorer\Internet Control
Panel\Advanced Page\Do not allow resetting IE Settings. For earlier
version of the browser, I think your only choice is to disable the
General tab page that lets users clear their cache.
