No, it doesn't have to be initialized (at least, not by the device
receiving its data), it does take, under optimum conditions, about 45
seconds to find the satellites it needs to produce a positional fix, and
up to 5 minutes to incorporate the WAAS data (in north america) to make
that fix more accurate.
