Ah, in our State, Pennsylvania, by the way, if you can justify it, and 
justify it well, they can, at least so far, they have purchased what I 
wanted, course they also know I will use the technology to its max and have 
in the past.

So will give it a shot.  And have a few ideas on justification.

1. Access to visual landmarks in the environment, something that I am 
loosing as I loose my vision.
2. Cut down on the amount of time, that I need Orientation to WMU, an 
expensive proposition at $20 an hour for 20 hours, do the math the GPS is 
cheaper.
3. Access to landmarks and valuable information in new places on the job, 
mastering new routes to clients, and planning routes in an accessible 
medium.
4. Being able to have the same information about the environment that 
sighted people do.
5. Being able to independently plan new routes, without sighted assistance, 
I am a route traveler, and think in point A to Point B, as I travel with a 
dog.

Do anyone else have any other ideas on what I could put.  The more the 
better.

Good luck! Most state rehab agencies will not pay for GPS. There should be a
hall of shame listing all of the states that will not pay for GPS.
