Actually the C++ STL was written in the late 70's, was ported to C++ in 1990 and didnt get standarised until 1998 (ISO/IEC 14882). The the 70's template features were pretty novel, but it didn't get standardised until it was very well established technology. Back on topic: I think that standardisation should enable research (often a standardised, open and versatile platform helps), but not depend on it.
