Russia has a huge arsenal of nuclear weapons, but what does putting them on
'high alert' mean?
Not since the Cold War have nuclear weapons been used as a serious threat in a
conflict between major powers. Now, Russian President Vladimir Putin has once
again invoked the spectre of nuclear war by declaring on Russian television
that Russian nuclear deterrent forces are on "high alert". While it's not
entirely clear what Mr Putin means by that, Moscow has previously revealed its
official policy on the use of nuclear weapons. And with Russia's vast arsenal
of warheads and nuclear-capable
Mr Putin told his Defence Minister and the chief of the military’s general
staff to put Russia's nuclear forces in a "special regime of combat duty".
A senior US defence official, speaking on condition of anonymity, said
Washington was trying to assess what that meant in tangible terms.
But Mr Putin was "potentially putting in play forces that, if there's a
miscalculation, could make things much, much more dangerous," the official
added.
For some, the message was clear.
"This is not 'deterrence' on Putin's part — this is a threat," said Patricia
Lewis, director of the Chatham House think tank's international security
program.
Putin puts Russia's nuclear forces on alert
The United States and Ukraine say they will not back down even as Vladimir
Putin says he has placed Russia's nuclear forces on high alert.
Miro Popkhadze, an analyst at the Foreign Policy Research Institute, told Al
Jazeera Mr Putin's announcement was meant to be perceived as a threat by Europe.
"His objective is to divide the European Union" and weaken the bloc's support
for Ukraine, he said. "It is unlikely [this will work]."
Russia and the United States typically have the land and submarine-based
segments of their strategic nuclear forces on alert and prepared for combat at
all times, but nuclear-capable bombers and other aircraft are not.
If Mr Putin was arming or otherwise raising the nuclear combat readiness of his
bombers, or if he was ordering more ballistic missile submarines to sea, then
the US might feel compelled to respond in kind, according to Hans Kristensen, a
nuclear analyst at the Federation of American Scientists.
That would mark a worrisome escalation, he said.

de résistance ukrainienne et s’il le souhaite l’issue est plus que probable
d’une prise de la ville de Kiev ainsi que celles d’autres villes et centres
stratégiques.
Mais ensuite, s’il arrête le Président ZELENSKI et son gouvernement et qu’il
le remplace par un régime choisi par lui , la Russie ne peut rester
indéfiniment en Ukraine car ce serait un bourbier comme il y en a eu
d’autres au Vietnam, en Afghanistan et autres lieux.
Quels sont les ressorts psychologiques du Président Vladimir POUTINE ?
L’Europe et en son sein des pays comme l’Allemagne et la Suède organisent et
c’est nouveau leur défense avec des moyens accrus, et y compris ils livrent
des moyens militaires à l’Ukraine.
Il faut l’arrêt des bombardements, le retrait des troupes russe et des
menaces nucléaire de part et d’autre, et la reprise des négociations.
C’est la paix totale l’enjeu, la non adhésion de l’Ukraine à l’OTAN n’est
que l’un des aspects d’une désescalade.
L’organisation d’une conférence sérieuse préparée sur la sécurité européenne
et le retrait des sanctions économiques occidentales doivent suivre l’arrêt
des combats et le retrait des troupes russe.
SVP = POUTINE, BIDEN, MACRON, JOHNSON, SCHOLZ …gardez votre sang froid,
évitez l’apocalypse, révélez votre humanité !
Une délégation russe va rencontrer à la frontière ukrainienne et biélorusse
son homologue ukrainienne pour débuter un dialogue, mais celui-ci doit avoir
d’autres lieux et prolongements.
Il convient d’autoriser par le Conseil de sécurité de l’ONU des couloirs
humanitaires à la croix Rouge et autres ONG humanitaire dans les villes
assiégées pour secourir les blessés ,alimenter en eau, alimentation,
médicaments, les personnes en souffrance.
Le conseil de sécurité de l’ONU doit retrouver son rôle d’instance de
négociations, de dialogues, de décisions, afin de donner un sens mondial à
la réalisation de la paix.

They are not only any more ` encircled UKRAINE AND Kiev which is threatened:
It is safety in Europe!
Our friends of Latin America and central, of Asia, of Africa, of the close
relation and Middle-East apprehend the situation perhaps badly, but it is
one moment of the history new, new.
Challenge: it is not or more the surface harmony at all costs in a network
of peace since it is necessary to making compromises, worse compromisings.
The challenge is to avoid a conflict which degenerates into world war!
Is President PUTIN completely rational? He underestimated the spirit of
Ukrainian resistance and if it wishes it the exit is more than probable of a
catch of the town of Kiev like those of other strategic cities and centers.
But then, if it stops President ZELENSKI and his government and that it
replaces it by a mode chosen by him, Russia cannot remain indefinitely in
Ukraine because it would be a mud pit as there were of it others in the Viêt
- Nam, in Afghanistan and other places.
Which are the psychological springs of President Vladimir PUTIN? Europe and
in its center of the countries like Germany and Sweden organize and it is
new their defense with increased means, and including they deliver average
soldiers to the Ukraine.
One needs the stop of the bombardments, the Russian withdrawal of the troops
and the threats nuclear power on both sides, and the resumption of
negotiations.
It is total peace the challenge, it not adhesion of the Ukraine with NATO is
only one of the aspects of a de-escalation.
The organization of a serious conference prepared on the European security
and the withdrawal of the Western economic sanctions must follow the stop of
the engagements and the Russian withdrawal of the troops.
PLEASE = PUTIN, BIDEN, MACRON, JOHNSON, SCHOLZ… keep your cold blood, avoid
the apocalypse, reveal your humanity!
A Russian delegation will meet at the Ukrainian border and Belorusse her
counterpart Ukrainian to begin a dialog, but this one must have other places
and prolongations.
It is advisable to authorize by the Security Council of UNO of the humane
corridors in the Red Cross and other ONG humanitarian in the cities besieged
to help the casualties, to feed out of water, food, drugs, the people in
suffering.
The Security Council of UNO must find his role of authority of negotiations,
dialogs, of decisions, in order to give a world direction to the realization
of peace.

No son ya sino ` UCRANIA Y Kiev cercada que son amenazadas: ¡Es la seguridad
en Europa!
Nuestros amigos de América Latina y central, de Asia, África, prójimo y
Oriente Medio comprenden quizá mal la situación, pero es un momento de la
historia inédito, nuevo.
Lo que está en juego: no es o más la armonía superficial a toda costa en una
red de paz libre de hacer compromisos, peor de los compromisos.
¡Lo que está en juego es evitar un conflicto que degenera en conflicto
mundial!
¿El Presidente POUTINE es completamente racional? Subestimó el espíritu de
resistencia ucraniana y si lo desea la salida es que probable más de una
toma de la ciudad de Kiev así como la de otras ciudades y centros
estratégicos.
Pero a continuación, si detiene al Presidente ZELENSKI y su Gobierno y que
lo sustituye por un régimen elegido por él, Rusia no puede permanecer
indefinidamente en Ucrania ya que sería un cenagal como allí tuvo otro a
Vietnam, en Afganistán y otros lugares.
¿Cuáles son los resortes psicológicos del Presidente Vladimir PUTIN? Europa
y en el mismo países como Alemania y Suecia organizan y es nuevo su defensa
con mayores medios, e incluso suministran medios militares a Ucrania.
Es necesario el paro de los bombardeos, la retirada de las tropas rusa y
amenazas nuclear por una y otra parte, y la reanudación de las negociaciones.
Es la paz total lo que está en juego, la no adhesión de Ucrania a la OTAN
sólo es uno de los aspectos de una desescalada.
La organización de una conferencia seria preparada sobre la seguridad
europea y la retirada de las sanciones económicas occidentales deben seguir
el paro de los combates y la retirada de las tropas rusa.
¡POR FAVOR = PUTIN, BIDEN, MACRON, JOHNSON, SCHOLZ… guardan su sangre fría,
evitan la apocalipsis, revelan a su humanidad!
Una delegación rusa va a encontrar en la frontera ucraniana y bielorusa su
homólogo ucraniano para comenzar un diálogo, pero éste debe tener otros
lugares y prolongaciones.
Conviene autorizar por el Consejo de Seguridad de la ONU de los pasillos
humanitarios a la Cruz Roja y otras ONG humanitario en las ciudades
asediadas para ayudar a los heridos, a abastecerlos en agua, alimentación,
medicamentos, a las personas en sufrimiento.
El Consejo de Seguridad de la ONU debe encontrar su papel de instancia de
negociaciones, diálogos, decisiones, con el fin de dar un sentido mundial a
la realización de la paz.
