MessageAs I was saying before I had a little help with the email (therefore probably taking me out of any "wise sage" category)... I wouldn't loosen any "restrictions" (if it were me.) Once they are loosened they would be harder to tighten without causing ill-will. Also, as a family who keeps THINKING about placing caches but not being able to work it in, I'm one who would appreciate a "formal" procedure in place to make sure that *I* was not doing anything wrong to begin with. With a few restrictions in place it's a way of saying, "we know you are there; we Are paying attention; don't mess things up for those who come after you." What would happen if our policy was changed by adding "any cache placed and listed on Geocaching.com need not get permission prior to placing the cache, however, any other cacher wanting to place a cache that is not listed on Geocaching.com must get permission from Parks and Rec staff prior to placing the cache." The reason I ask your advice is that I don't want to negatively influence any other land managers and make their policies any more restrictive than necessary. Please let me know what you think.
