[GeoStL] State Park policy is slowing down geocaching

I just took a look at Rockbridge State Park just south of Columbia, 
where there used to be a lot of great caches.

A year ago there were 16 active caches in Rockbridge SP.  Today there 
are five, none of them very new, and two of those were done by a Park 
sponsored geocaching class.   I'm wondering if cachers simply don't 
want to take the time and effort in placing a cache in a State Park 
since they'll have to remove it in 12 months.

Has anyone noticed a similar pattern in other state parks?
