As the guidelines exist today, absolutely.

To explain what this is all about - we implemented  a short-term
method to keep our site focused on geocachers in the St. Louis area by
identifing all members in our SLAGA database who lived outside of Missouri
and Illinois. We stopped tracking their stats and logs of caches found
out-of-state.  (We did not drop them as members).

If someone wants to know what caches JoeBlowGeocacher
from Minnesota found in Mississippi, our site is not the right place
for it.  There's another site, called .... geocaching.com ... where
that information should be found.  We are trying to provide value-added content
on the web site for geocachers "in the St. Louis area".

Our short-term method was an automated process that happened to snag a
few members who used to live in St. Louis or visited frequently, but now live in
another state. We can easily add these members back to our stat-tracking
process.

There are forces in motion right now to make SLAGA a more formal
group.  This will redefine what a SLAGA member is.  I am personally
affected by these forces not only because I am currently a SLAGA
member, but because I will have to change the web site's functionality
according to the redefinition.

I don't know all the details because they haven't been solidified, yet,
but I am hoping that whatever SLAGA becomes in the future, we will
still have 'casual' members and 'guest' members.
