ogg2mp3 will work or a combination of sox and lame. For example, with ubuntu: $ sudo apt-get install sox libsox-fmt-all lame $ sox foo.ogg foo.wav $ lame --preset extreme foo.wav foo.mp3 Sound quality will suffer, but it does work.
