I have the feeling that the state of the former South Bend Range plant will be 
the state of most places we are currently offered-either in desperate need of 
major refurbishing or requiring more secure facilities. 

While the aim of the Freebox program is to help low-income families, a location 
in a low-income neighborhood also tends to have a higher crime rate, which 
means the possibility of FGM having to invest into more secure methods such as 
a security system or video monitoring.

Mike and I completed the walkthrough with the current owner. In our opinion, 
the plant is nowhere close to occupancy. There are no heat or air conditioning 
systems. Electricity is available in a tiny portion of the plant. There is no 
interior lighting and no fire suppression system. Restrooms and plumbing 
fixtures are damaged so we would have to rent a chemical toilet. There is a 
dock, but it is inaccessible right now. The building has been stripped by 
thieves and ransacked by teens, indicating security will be a problem.

Renovating the building will take longer than FGM has to find a new warehouse 
space. Portions of the building will not meet code without virtual rebuilding; 
it is a big project requiring considerable capital investment.

On the upside, the building is in the airport TIF (tax incremental financing) 
district so there is probably capital available from local, state and federal 
sources as well as private sources. It is located in a low income neighborhood 
were FGM could have an impact. The plant has over 100,000 sq. ft. of space. 
There will be adequate parking once adjacent empty lots are converted to 
parking.
