No, that is incorrect.  In Outlook & Express you go to Tools then Options
then Send then go to where it says "mail sending format" and click on "plain
text messages"  (you can not change wraps for html messages).  Also, if
there is not a spot that says "mail sending format in that spot, unclick the
box that says "reply to messages in the format in which they were sent."
The "mail sending format" button should then show up (even if you re-click
on that option).  Under plain text messages you can then fill in the number
of characters to automatically wrap at (I believe the default is 76).
