$BUILD_DIR on release. This should mirror the behaviour for dictd files

We have to ship a full license text and it would be a good idea as well to ship
a few installation instructions. I've added the required rules for this.

How should I deal with the required tei2slob? Should I just expect it to be
in the path and link to installation instructions in the README? Or should
I include installation steps in the Makefile? Those would still have some
requitements (python3 python3-icu python-virtualenv git, to be precise).
Why would you need virtualenv?

Please test my changes, i.e. try combinations of make (build, release,
build-slob release-dictd) or whatever.
