[foxboro] Upgrade from 6.4 to 6.5.2 causes pulse rate values to double

I wanted to pass this warning on to those who may be in the process of 
upgrading I/A versions.

Problem: After upgrading from 6.4 to 6.5.2, all AIN references to pulse inputs 
on FBM-06s (SCI=8) show values that are double what they really should be.

Temporary fix: We put a KSCALE of 0.5 for now.

This problem has only been recently identified by Foxboro.
