Have you tried using the Pref command to see what is in the panel?

Se B0700AP-Alarm Management Commands and try the prtalmpnl command.
Pref -{am_name} ascmd "prtalmpnl /usr/fox/alarms/almpanel.txt"
This will let you know what is actually loaded. (print command)
Also, there is a command to load the panel.(loadalmpnl)

Try reducing the list(say to one point) and adding them into the panel.
Print out to see it actually took it, and add more into the list when
successful.Repeat this and you should be able to narrow down the culprit
point(s).
