[foxboro] FBM 230 communication issue

We have configured FCP270 - FBM230-FDSI to establish communication between
two DCS system using the scada radio.(Ver 8.3 XP)
Currently at both side ECB200 & 201 are healthy in System monitor but DCI
blocks (RIN,ROUT,BIN,BOUT) are in Cyan color at both end.
Any idea ?
