[foxboro] A New Foxboro List

foxboro@xxxxxxxxxxxxxxxxxxxxxxxxxxxxx is to be changed to
foxboro@xxxxxxxxxxxxx effective Oct. 1, 2001.
All subscribers to the current foxboro list as of September 30 will be
migrated to the new list automatically. In other words, if you're a current
subscriber, you will be moved to the new list without having to do anything.
Since there's enough of a change in the way the new list is run as well as a
new set of list administrivia commands, each subscriber will receive a new
welcome message.
