I think using hugo is a good idea, but i'm pretty sure that it's going
to take a while to setup it up and feel out the content.
In the mean time even a super simple html with blue link to a
dl.fg42.org is ok with me.

It's good idea. We can make a new make target which copies the new
settings file and backs up the old one and we're going to describe how
to include any changes from the old one to the new one.
