[faxcenter] New Beta (1.4 build 12)

Ok, new beta. The only change is the addition of a few lines of debug output
messages for myself to track down the send quality issue. So what I need is
someone to download this new build, run it with "Fine" quality selected in
the send options, and send a fax. Then send a fax with "Normal" quality.
Then email me a copy of the log (make sure you have full logging turned on,
and both transmissions are captured).
If you can only do one send, please do a "Fine" send.
