one other item that has been neglected==
When waiting for IDOT the other day, standing in front of    811, their windows 
are terrible.  Checkout the second floor front.  This window inspection started 
in 2009 and there are several unitsthat never replaced their windows.  
Check out 811 windows.  Add to the list.
