As long as your server is in a clean shut down state, you can remove all your log files EXCEPT your most current one.
How to remove Exchange Server transaction log files
Did you try giving your server a reboot? Are there any logs in your Arcserv logs? Don't use Arcserv to do your backups on the next job; try using netbackup to see if it purges; then we can isolate whethere it's Exchange
or Arcserv.
