[ExchangeList] Two Node A/P,Not Coming Online on its Own

Hi
I have an exchange 5.5 server running on Two node Active/Passive mode .The OS is Windows 2000 Advanced Server.Cluster version is 5.0(MSCS).
The problem is that when one node goes offline the second is not coming up on its own and it needs to be done manually.the event Id generated details are as follows.

event id :1069
Description: Cluster resource "Microsoft Information Store Failed to Start"
any suggestions would be highly appreciated.........
