Setting O-u-t-o-f-O-f-f-i-c-e via OWA

Our remote offices have irregular luck using the OWA to set an O-u-t-o-f-O-f-f-i-c-e message; it appears to work for some and not for others. I have looked at the users parameters and cannot spot differences. Use of IE or other browsers appears not to be a factor. All users are POP/SMTP connections, no RPC over HTTP (yet).

Pointers?

ES2003, with OWA running on the server itself.
