The POP3 protocol is for mail retrieval only; you cannot "send mail" with POP3. 

To "send mail", you will use SMTP.

Are you not able to use a native Exchange/MAPI account to access your
email from your Exchange server? I am curious why you are using POP3?

With regards to the relaying denied error message you are receiving,
please do read:

http://www.microsoft.com/technet/security/prodtech/mailexch/excrelay.mspx

And check your SMTP relay settings.
