Two options I see you having. First is that the roles did not transfer properly, so perhaps you might try seizing them. Second I assume you have stopped and started netlogon on both servers to ensure that DNS has been updated with the correct SRV entries. And that you have checked the replmon tool to verify that all partitions are up to date. If these have been done then I would consider a corruption of Netlogon. This is part of the NIC MIcrosoft Client Services, which allows the connection to the domain. Perhaps try reinstalling TCP/IP on the server with the problem. Another thought is that you will now have the Infrastructure master on a GC. That is a bad configuration and when you try and contact it for domain information it does not return all the desired results. Since a GC has a very cut down version of the DC data even though it is a DC. Stop the second server from being a GC temporarily. Replicate this updates and then retry.
