I'm not sure if Office 2000 supports this (though I suspect it does), but I used the Custom Installation Wizard to configure the default Exchange profile in Outlook XP/2003. Once you've gone through the wizard, it'll generate an MST that you can use to customise the main Office MSI which you assign as a software installation package using Group Policy.
