How to stop individual Exchange users from sending outside email?

Hi All
I have a few individual users who are allowed to use
OUtlook/Exchange within the organization. However,
they are not allowed to send email to the outside
organization usnig their existing Exchagne account.
Does any know if individual users can be stopped from
sending email outside the organization while they are
using their Exchange/Outlook account?
