Outlook 97 is seven years old and is no longer supported by Microsoft.
Exchange 2003 CALs include licenses to Outlook 2003. I'd upgrade your
copy of Outlook.
That being said, I've only seen the problem you report when there was
something wrong with network connectivity.
A version of Outlook that old is going to need to be able to talk to
DC's, GC's and Exchange servers, all at once. Verify that you've got
good fast connectivity to all of those. A network monitor (such as
'netmon' or 'ethereal') could help out in that endeavor.
