Exchange 5.5 Relay

Hello Everyone,
Can anyone please explain to me why relay would need to be enabled on an
Exchange 5.5 server? I have a client who is having an issue with porn
links being sent as attachments with their outbound emails. When I go to
the Internet Mail Connector and look at the routing tab, reroute inbound
mail is enabled. Is this necessary? Thanks.
