While at it, you may want to check server performance in general.  That's a
performance symptom often seen when the server itself is slow or the GC it
uses is slow to respond.  You may want to take a look at Microsoft's
Performance Troubleshooting Guide for Exchange Server 2003
(http://www.microsoft.com/exchange/library IIRC) for metrics to look at.

have you tried to defrag operating system itself too? Might be windows not
exchange
