I think I figured out the problem, you are right it is a perfoamance issue.
Caused by our spam filter sitting on that server.

While at it, you may want to check server performance in general. That's a
performance symptom often seen when the server itself is slow or the GC it
uses is slow to respond. You may want to take a look at Microsoft's
Performance Troubleshooting Guide for Exchange Server 2003
(http://www.microsoft.com/exchange/library IIRC) for metrics to look at.

Hello all,
Just wondering if any of you have seen this issue on your exchange server.
lately the priv store has been extremely slow to respond. Steps taken
so far include
1. Defrag of the stores offline 2. Test2 on Article ID : 216076 from Microsoft
A lot of clients are having issues, moving mail from folder to folder etc and also of messages sitting in their outbox for a few mins before it sends out. If any of you have any information on how to resolve this issue I would greatly appriciate you help.
