Sent to the gateway?  What is the routing topology check showing (what is
that, winroute.exe?)?

Are there any other apps installed on the machines?  Any firewalls?  

I know you said that you could connect via TCP 25 and send a message.  Did
you check that from each machine?

I have set the associated Exchange items to Maximum for both servers.
The only errors I see are 9302 and 9307 from category MSExchangeMTA and I
have researched that and it said to run mtacheck /rd /rp and that reported
no errors.

I think the following is related to a test I sent from tester2 on exchange
to tester1 on exchange1 at 2:39 PM EST:

Event Category: Routing Engine/Service

Description:
SMTP GetNextHop returned hr=0x0 in 0ms.

NextHopType=SAME_ROUTING_GROUP  Type=<SMTP>, Class=<>, SchedId=0xffffffff
RouteAddr=<exchange1.domain.com>  Connector=<DNS>

That is the only unique event I could see. 

If some one could inturpet that for me, or what else do I need to look for?

Viewing the message tracking, after it is sent to the categorizer, the next
line is "SMTP: Started Outbound Transfer of Message" and then it is sent to
the gateway server.
