According to the Shorter Oxford, less, a comparative of little, meaning a 
smaller number or fewer, is considered non-standard, which I imagine means that 
lots of people make the mistake. So it is fewer hours and less time, for anyone 
still interested in standard English. Since using an expression like "less 
hours" doesn't interfere with communication, there is no reason to take to the 
streets in protest. The only trouble with it is that is sounds so awful and 
wrong.
