The institute surveyed those who passed the bagrut matriculation exams and is based on data provided by the Ministry of Education. Since 1997, there has been a consistent rise in the number of students who passed their bagrut yet failed to reach the requisite requirements for university acceptance, the study reveals. The percentage of eligible students who failed to gain entry into university rose from 13.8 percent in 1997 to 15.4 percent in 2003, while the percentage of overall students who passed their matriculation rose from 41.4 percent in 1999 to 46.8 percent in 2003. Hence, only 39.6 percent of students in the education system will be able to attend an institute of higher learning.
