I assume it is tongue in cheek.  I received it with no comment from the
person sending it and with no authentication of where the "research" was
done so I think we are meant to understand that it is not "real".
I'm sure it's not intended to be taken seriously; but I did find it
interesting that I could read and understand the paragraph  so easily.
A British ex-convict wrote a book some years ago called "Fings Ain't What
They Used to Be".  It was even made into a West End show with a popular hit
sone with the same name.  It was written in colloquial, East End London
English, with phonetic spelling, and although  I grew up in the same East
End I found it very difficult to read.
The passage below is, in fact, far easier to understand than the text that
makes the round from time to time explaining how it has been decided to
reform and uniform English spelling with examples.
