Forbidding people from taking in-service training courses, for which they get gmulei histalmut and also expand their horizons, is just plain wrong-headed. Whether or not someone decides to study should be a personal decision and not subject to the directives of the unions. As for ministry policy and decision making, as far as I know, there are many working teachers involved in committees advising the cheif inspector. I am not advocating blind implementation of everything the ministry throws at us, but I do thnk that we shouldn't oppose everything just for the sake of being contrary in an attempt to acheive better working conditions.
