The first option is correct because "One" is the singular subject,
whereas "of the people" is possessive. "Of the people" simply
identifies a group to which "One" belongs. On the other hand, if the
sentence had begun with the word "People", then the plural "think"
would be correct.

This has nothing to do with differences between British and American English.
