Of course consistency is the most important thing here. The student must 
realize that tense matters and s/he cannot jump back and forth. Past or 
Present are both acceptable. If present it is Historic Present.I usually say 
that every time we open the book and read it ,the same story will unfold,so 
this is preferable,but they may choose Past ,but they have to stick to their 
choice.
