Cyclone Nargis hit Myanmar and the worst earthquake in decades struck
central China in May 2008 killing, injuring, and displacing millions. The
Pakistan earthquake of October 2005 and the Tsunami in December 2004 were
devastating and relief efforts were hampered by unpreparedness for disaster
on such a scale. Communications infrastructure suffered greatly. Emergency
communications services were enabled through satellite and other links. What
