[ell-i-developers] Github repository sections

I have a confusion between the different repository sections, can you
provide a short explanation what each of this is meant for?

stm32flash
stm32f0-barebone
Runtime
Arduino
Tools

My main question is the relationship between them. What I understand
at the moment is that all the repositories are for developing
different parts, and when they are ready they finally go to the
Arduino repository. So for someone that wants to program with Ell-i,
the only one that is interesting is the Arduino repository? What is
each one for? And what is tools supposed to have? Aren't the tools
also included in the Arduino IDE, or is about other tools that support
writing C code directly and loading to the Ell-i board as what I
understand the HelloWorld example in there is for?
