Correct, excluding France, Russia plays first from all other countries. So when
France and Russia combined movement even by choosing to move according to the
last player's sequence (which is Russia since France may play before Russia)
then they still play before all other countries. So for the combined of these
two countries only, the option is practically that they can play in any order
they decide in the sequence!

It comes down to some property right of counters in Cyberboard scenario file.
First the map is set to allow non-owners to access pieces on the map. This
means I can access and move tokens I do not own, for example I can access
French corps and move them all over the map.
Second the token group (French for example) is set to allow non-owners to
access the tray. This means as Britain I can open the French list of tokens
(list with all corps, fleets, depots...). Now as Britain I can 1. select and
move French corps and 2. put the corps back in the list and remove from map and

the number of the corps) so we have setting number three:

So France is the only one to know what corps number it is, for the rest that is
invisible as if it doesn't exist.
