[ecidadania-dev] New installer file for e-cidadania

Hi everyone,
For the sake of doing things a bit easier for all, I've created a
simple installer file to install the development enviroment in
e-cidadania.
From now on, to install the development environment you just have to do
"python install.py" inside the e-cidadania directory and it will take
care of the rest.
