Search for ‘pounce wheel’ or ‘pattern wheel’.
These are alternate terms for the spur wheel tool used in making patterns for
sewing and other purposes. You’ll have luck finding it in arts and crafts
stores, and I find a wide selection on Amazon.

Amazon.com lists a spur wheel tool for something like $125. I have never used
the device so this may or may not be what you are seeking …
Apparently, they also use spur wheels in beekeeping as majority of the ad
titles on Amazon.com mention beekeeping.
