Hi: From what I have read outside first is to stop the horse from swinging
away from the pole, inside first is a safety issue so that you don't get
trapped. I have never done either as I have not hitched a pair yet. I think
Kathleen was wanting advice as to how to hitch a pair alone, not really a safe
thing to do I would imagine but if necessary perhaps having the rig and horses
facing the barn or a fence would help.
